Twenty Five Years of Aviation Expertise: 

Airport  Project and Construction Management:

Washington Dulles International Airport; Metropolitan Washington Airport Authority; International Arrivals Building Expansion, Construction Administration: (Pierce, Goodwin Alexander and Linville Designers), Clark Construction Group, LLC (Construction).  Addition of 204,000 square feet to the existing (IAB) footprint. New construction added approximately 101,000 square feet to the existing arrivals hall area and 93,000 square feet to the baggage basement. This $90M project involved both design and construction monitoring.


Washington Dulles International Airport; Metropolitan Washington Airport Authority; 800 MHz Supplemental Radiating System Primary Head-End; Construction Administration: (Big Sky, Inc. (Designer) and CTS Contractor. This $3 M project called for the construction of a new Supplemental Radiating System (SRS) head-end system to capture wireless and radio posts for the north end of the Dulles Airport property. Coordination with 4th Rwy NAVAIDs. Work involved installation of electronics and establishing an interface between existing remote head-ends, as well as this new primary head-end. This project involved both design and construction monitoring.


Washington Dulles International Airport; Metropolitan Washington Airport Authority;800 MHz Site Work and Backup Antenna Site;

Construction Administration: (CH2M Hill. (Designer) and Intelect Corporation Contractors). The $2.5M project was for constructing a solid steel radio antenna tower and associated site work, grounding, fencing, cable Ice Bridge and utilities for two separate radio facilities at Washington Dulles International Airport. This $2M project involved both design and construction monitoring. Coordination with 4th Rwy NAVAIDs.


Washington Dulles International Airport; Metropolitan Washington Airport Authority; Airport Rescue and Fire Fighting (ARFF) Facility, Station #304;  Construction Administration: (Hughes Group Architects (Designers) and Corinthian Contractors). Required by FAA to reduce rescue response time based on FAR: CFR Part 139. The $10M project included the construction of the new Airport Rescue and Fire Fighting (ARFF) Facility, Station #304. The ARFF is a single story facility and provides five vehicle bays, mechanical storage areas and a rest area which includes a locker room, administrative area and kitchen. This project involved both design and construction monitoring.


Washington Dulles International Airport; Metropolitan Washington Airport Authority;  Relocation of NOAA Weather Facility;  Construction Administration: (Big Sky Inc. (Designers) and Milestone Construction Contractors). The $42M project relocated the National Oceanic and Atmospheric Administration (NOAA) facilities including the Weather Forecast Office, Upper Air Inflation Buildings, National Data Buoy Center, Test Beds, Weather Observation Building, storage and other associated structures, including equipment and antenna re-location. This was required because of new adjacencies of the NAVAIDs of the new Fourth Runway and FAR: 14 CFR Part 139 issues. This project involved both design and construction monitoring.


Washington Dulles International Airport; Metropolitan Washington Airport Authority;Runway 1C-19C Rehabilitation and Taxiway Connectors; Construction Administration: (CH2M Hill (Designers) and Lane Construction Contractors. The contract was for the demolition of existing concrete pavement, embankments, and pavement under drains. Analysis of airport geometry and layout, lighting and marking, safe vehicle operations and airport regulations. Following approved demolition the runway and taxiways were brought up-to-date with the placement and installation of new concrete, bituminous pavement, airfield lighting, marking and signage. This $7.5M project involved both design and construction monitoring.


Washington Dulles International Airport; Metropolitan Washington Airport Authority;Historic ATCT (Eero Saarinen 1963) Air Traffic Control Tower – Life Safety Upgrade and Reuse Project, Patner Construction Corp.) Renovation and Code update. FAA Control tower systems planning. This $1.5M project involved FAR: 14 CFR Part 139 issues. Aviation policy and planning. Project management involved both design and construction monitoring.


Washington Dulles International Airport; Metropolitan Washington Airport Authority; Customs and Passport Offices, : (PGAL Contractors) Project management involving comprehensive program management services including contracting officer’s technical representative to monitor contractor performance. Monitored TSA and FAA Safety Management System (SMS) program for airport operators to identify acceptable levels of risk. Coordination of (limited access - Secret) TSA SMS Planning Manual with policy development for the new building, including Passport Screening areas, Customs areas, VIP processing, Police, K-9, bomb dispersal, investigation areas.  


Washington Dulles International Airport; Metropolitan Washington Airport Authority; Concourse and Gates - Additions and Improvements; New Terminal Z Gates and Concourse Reconstruction (20 gates), 87,400 SF. (Phase 1); A380 Gate Modifications at Concourse B, 15,000 SF.  Tier 2 Midfield Concourse (44 gates), 2.7 million SF. (programming and schematic design).   Concourse B West APM Station, 12 Gate Expansion, 109, 980 SF (Coordination and construction management); Cargo Building 6, Phase 3, 37,200 SF


GENERAL AVIATION CONSULTANCY:

Tangier Island Airport, (TGI) Tangier, VA – Runway Replacement, Airport Runway Safety, Policy development. Cost benefit analysis. State of Maryland, Maryland Aviation, and FAA Grant Proposals., NAVAIDs recommendations.


Potomac Airfield (VKX), Fort Washington, MD and Hyde Executive (W32), Clinton, MD - planning to comply with DC3 Safety Management System risk analysis: Security, NAVAID (Unicom). Study Airport Improvement Program (AIP), for grants for airports that are included in the National Plan of Integrated Airport Systems (NPIAS).   Consultancy at W32 to modernize hangar complex under TRZ and SFRA rules. 


Leesburg Airport, (JYO), Leesburg, VA,  -  Noise Abatement, Safety and Operations, NAVAIDs, cost-benefit of construction of new hangars. Study of best practices for Airport Improvement Program.  Consultancy at JYO for additional, new hangar complex.

 

Fort Lauderdale Executive (FXE), Fort Lauderdale, FL.   - Security, NAVAIDs. Extensive International regional safety projects (NAVAID improvements for foreign pilots). 


Burbank (Bob Hope Airport) (BUR), Pasadena, CA.  -  FAR: 14 CFR Part 139 issues. Review of Airport and Runway Safety and Operations – runway safety area analysis of acceptable levels of risk.


Leadville Airport (LXV), Leadville, CO. - North America’s Highest Airport 9927’. – FAR: 14 CFR Part 139 issues. Review of Airport Safety and Operation, including markings and lightings. Review of existing airplane hangars.


Sylvan Dale Ranch, Loveland, CO. - Design and commission new private 8000’ x 50’ LF air strip. FAR: 14 CFR Part 139 certification of airports and airport operations issues.   New air park development issues.
